Implementation Status of Pradhan Mantri Awas Yojana-Urban

📌 Summary:

• MoHUA has implemented PMAY-Urban since 25.06.2015 to provide all-weather pucca houses with basic civic amenities to eligible urban beneficiaries

• The original scheme period has been extended up to 30.09.2026 to allow completion of already sanctioned houses, without any change in the funding pattern or implementation methodology

• Based on implementation learnings, the scheme was revamped and PMAY-U 2.0 "Housing for All" Mission launched with effect from 01.09.2024, to support 1 crore additional eligible beneficiaries over five years

• PMAY-U 2.0 operates through FOUR verticals: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH), and Interest Subsidy Scheme (ISS)

• National progress as on 13.07.2026: 127.68 lakh houses sanctioned since inception (including 16.20 lakh under PMAY-U 2.0), of which 121.02 lakh grounded and 99.07 lakh completed/delivered

• Tamil Nadu: 6.86 lakh houses sanctioned (including 0.18 lakh under PMAY-U 2.0), over 6.74 lakh grounded and 6.32 lakh completed/delivered

• It is a demand-driven scheme — sanctions follow project proposals submitted by States/UTs; demand assessment, project formulation and beneficiary selection are done by State/UT Governments as per scheme guidelines

• Completion timelines vary by State and vertical, generally 12-36 months, depending on availability of encumbrance-free land, statutory compliances and beneficiaries' own fund arrangements

• Basic civic infrastructure (water supply, sanitation, electricity, road connectivity) is provided through convergence with Central, State/UT and Urban Local Body schemes

• Quality assurance and inspection mechanisms are instituted by implementing agencies; MoHUA monitors through periodic reviews, video conferences and field visits

• Written reply given by MoS Housing and Urban Affairs Shri Tokhan Sahu in the Rajya Sabha
