DoPT and CBC to Convene National Departmental Summit on "Institutionalizing Capacity Building: From Training to Performance-linked Governance"

📌 Summary:

• The Department of Personnel and Training (DoPT) and the Capacity Building Commission (CBC) will organise the National Departmental Summit on "Institutionalizing Capacity Building: From Training to Performance-linked Governance" on 15 May 2026, virtually, chaired by MoS Dr. Jitendra Singh
• The Summit aims to build consensus on frameworks and an implementation roadmap for role-based, competency-driven and performance-linked capacity building across the Centre, States and UTs
• As a prelude, a National Workshop with States/UTs was held on 26 February 2026; States/UTs were asked to conduct internal consultations and submit structured inputs, which have been consolidated into a note for deliberation
• The Summit is anchored in the Viksit Bharat 2047 vision and seeks to shift capacity building from a rule-based to a role-based, competency-led system
• Four thematic priorities: (1) a Unified Framework for role-focused and performance-linked capacity building with system interoperability; (2) Strengthening Training Institutions as demand-responsive partners; (3) Leveraging AI and technology for hyper-personalized learning; (4) Revisiting cadre training in States to align with Capacity Building Plans
